MINING & ECONOMIC CONSULTING JSC: AT YOUR SERVICE IN MINING AND OIL BUSINESS

Oleg Tugay, Nikolai Kamensky

Mining & Economic Consulting (MEC) is one of those companies that took part in establishing the subsoil use system in Kazakhstan. In five years we have grown from a small firm to a leading consulting company operating in Kazakhstan’s mining and oil business. MEC’s staff consists of academicians, professors, doctors and masters of engineering sciences, highly skilled specialists. During the years of professional activities they constructed not just one mine and one mill, discovered not just one deposit and opened not just one new direction in the science of geology.

Their record of activities at our company includes:

  • Geological survey of territories in Kazakhstan and other countries.

  • Discoveries of new fields.

  • Detailed exploration of oil, gas and gold fields, deposits of rare metals and polymetals as well as nonmetal mineral resources in Kazakhstan, Russia, Algeria, Afghanistan; preparation of these reserves for commercial production.

  • Feasibility studies of commercial conditions, evaluation of reserves of mineral resources and their approval by Kazakhstan’s state commission on reserves.

  • Construction of mines as well as structures of fields, open-casts and pits.

  • Installation of equipment in pits and open-casts as well as assembling of engineering networks and structures.

  • Construction of concentrating mills and plants of the mining-and-chemical, oil-refining and mining-and-metallurgical complexes.

  • Designing and construction of unique engineering systems.

  • Scientific activity.

  • Designing systems for long-range detection of flaws in engineering structures and pipelines as well as assessment of risks.

The company’s specialists received awards and decorations from different countries for implementing numerous projects. We have diplomas of international exhibitions, invention patents.
Mining & Economic Consulting participated in arranging and optimizing operations at 79 fields and over 20 areas of geological analysis, many of which amounted to tens of thousands of square kilometers. Our company consulted a number of banks, investment institutions and companies on special taxation and optimization of money flows, ways of obtaining exemptions and preferences for implementing new projects in priority areas of the economy, for working out ecological projects and conducting ecological auditing. Quite a few times the company was invited by the parliament and other state bodies of Kazakhstan to participate as a consultant in discussion of draft laws on subsoil use and taxation.
Recognizing our contribution to the development of the mining sector the state provided the company with all necessary licenses for its activity.
    Today our company:

  • Conducts large-scale analytical studies and geological exploration (copper, platinum) on the basis of new metallogenic premises.

  • Designs software for mapping, presenting and processing of geological data.

  • Participates in elaborating draft laws on subsoil use.

  • Takes an active part in creating industrial explosive materials of higher strength and safety.

  • Provides consulting services to over 15 companies on contracts for subsoil use. Among deposits covered by our company are the Vasilkovskoye and Bakyrchik fields as well as the Dzhezkazgan field of coppery sandstones and a number of fields containing uranium, iron, manganese, titanium, tungsten, molybdenum, gold, platinum, rare and scattered elements, bauxites, nonmetallic mineral resources, coal, hydrocarbons.

The company fulfils state budget orders in the following areas:

  • Evaluation of the copper bearing capacity of Kazakhstan’s territory on the basis of new metallogenic concepts and forecasting technologies.

  • Working out sectors’ complex programs.

  • Preparation of forward-looking technical and economic indicators for those areas, which are included in the list compiled by Kazakhstan’s government for tenders of investment programs.

  • Evaluation of hypothetical reserves of hydrocarbons in Kazakhstan.

  • Search for investors needed to develop fields and introduce new technologies.

The company is an independent expert of Kazakhstan’s People’s Bank to consult on questions of providing credits to develop fields.
Mining & Economic Consulting is maintaining close professional contacts with various scientific, planning and designing, law and consulting firms both in Kazakhstan and abroad. Having the country’s future development in mind the company is conducting a policy of continuity of the geological and engineering schools of knowledge. Leading scientists and practical workers are teaching and training young gifted specialists and students in the company itself and in colleges of Kazakhstan and Russia.
The company’s plans include setting up a center to improve skills of engineering specialists of the geological, mining and oil industries as well as processing complexes. We also intend to continue working out promising technologies of extraction, raw material processing and industrial waste utilization that will permit to raise profitability of production and at the same time reduce ecological risks.
